  Legacy optional peer-referral packet creation. Manual forwarding is not part of the canonical acquisition path and no referral review is required for ordinary AION utility. Machine-first discovery remains preferred.

  Public read-only legacy Package 5 telemetry snapshot. Reading it creates no participation or commercial state and it does not gate launch, execution, payment or settlement.
