Poll transcode progress. Give either channel_id (all its videos) or asset_id (one). Each asset reports uploadStatus (downloading -> pending -> transcoding -> ready) and the summary tells you when meetsLaunchRequirements becomes true: 4+ ready assets AND 900+ seconds. Poll every 3
